German Packaging Ordinance

An example of the industry working to modify legislative measures with perceived deficiencies is the German Packaging Ordinance (GPO). Certified compostable plastics packaging made from bioplastics/biodegradable materials are privileged under the amended GPO. Hence, these products are exempted from obligations under the dual system for handling of packaging waste until the end of 2012. Manufacturers and distributors must, however, ensure “… that the highest possible amount of packaging is recovered.“* As it is assumed that the packaging market will represent the largest area of application for plastics based on renewable resources, the legislator believes that its development will be of crucial importance for the overall development of bioplastics. The exemption is intended to make a significant contribution towards the promotion of this new material class.

European Bioplastics developed a concept for the implementation of the new regulation, which describes how a producer or user of such a packaging should handle the regulation in practice. The concept has been developed in many discussions with authorities and the legislator during the amendment procedure. European Bioplastics is therefore appealing to potential marketers to align themselves with this recommendation and to demonstrate responsible action by contracting with service providers.
